Description

In September, 2011,  the BBB started receiving a pattern of complaints alleging that the company was selling medical insurance. However, what consumers reported receiving was a medical discount card which was practically worthless.

Complainants allege they paid a “one time non-refundable enrollment fee” of $99 and subsequent monthly payments ranging from $119-$514 per month. In part, complainants state they feel the plan was misrepresented because what they received was not insurance.

Gary Kieper responded to nearly all complaints, usually by stating the consumer did not purchase the policy from PIHC, but enrolled through an out of state company. Or, often stating the consumer did not request a refund in the allotted time. Often, Kieper attempted to refer the BBB to the out of state sellers of his program. In responses, Kieper has referred to his company as the “billing and collections company”, the “processing company”, “developers of the product” and the “fulfillment and customer service” entity. Refunds were made in some cases.

However, PIHC continually failed to correct the underlying cause of complaints.

Complaints to the BBB include a large pattern; product misrepresentation, delay in receiving refunds, promised and full refunds not received, dissatisfaction with the product, difficulty in reaching the company, product not received within a specific time frame, non-information regarding the cancellation policy, and inability to cancel.

BBB Accreditation

Partners in Health Care's website; www.partnersinhealthcare.net, displayed the image of the Better Business Bureau's logo. Partners in Health Care is not currently a BBB Accredited Business and is therefore not authorized to use the BBB's name in advertising. The BBB contacted Partner's in Health Care on October 12, 2011 with a request to remove the BBB logo from the website. As of December 16, 2011, the Wisconsin Better Business Bureau noted that the website www.partnersinheathcare.net is no longer active.

Additional Complaint Information

On December 15, 2011, Partners in Health Care, Inc informed BBB that it markets a medical benefits discount program, and that it does not sell medical insurance. However, BBB has received a pattern of complaints against Partners in Health Care Inc, in which consumers allege that the product they were sold was misrepresented, and dissatisfaction with the product they received. The company disputes this and responds to all complaints filed with the BBB by providing an explanation of their position. 

On December 21, 2011, BBB asked Partners in Health Care Inc (PIHC), to provide information regarding other services it claimed to offer on its website. In particular, the company's website lists financial planning, tax preparation, and credit repair as some of the services offered on their website as benefits of Partners in Health Care. BBB also asked the company to clarify the products being offered under the names “Allied Veterans” and “Tri Resource.”  

On April 2, 2012, BBB met with Gary Kieper, owner of Partner's in Health Care, Inc. According to Mr. Kieper, his company does not sell the medical discount plan, a third party, separately owned company, contracted by Mr. Kieper does. As well, Mr. Kieper clarified that his company does not offer credit repair, tax preparation or financial planning services on their own - PIHC merely provides a list of companies attained through the state. The lists which PIHC pulls are public record, anyone can pull the lists. During the meeting, BBB also requested the names of 10 customers that had successfully enrolled in and utilized PIHC's services. Mr. Kieper declined to provide any names of customers.
