            Commonwealth of Virginia Board for Contractors File Number 2020-02637
            The following describes a government action that has been resolved by either a settlement or a decision by a court or administrative agency. If the matter is being appealed, it will be noted below.

            On June 8, 2021, Blue Mountain, LLC entered into Consent Order with the Commonwealth of Virginia Board for Contractors.  The Order settles allegations that Blue Mountain, LLC violated the following:  

            1. Failure of those engaged in residential contracting to comply with the terms of a written contract specifically:  
            a. When work is to begin and the estimated completion date;
            b. A “plain-language” exculpatory clause concerning events beyond the control of the contractor and a statement explaining that delays caused by such events do not constitute abandonment and are not included in calculating timeframes for payment or performance;
            c. A Statement of assurance that the contractor will comply with all local requirements for building permits, inspections, and zoning;
            d. Disclosure of the cancellation rights of the parties;
            e. Statement providing that any modification to the contract, which changes the cost, materials, work to be performed, or estimated completion date, must be in writing and signed by all parties; and
            f. effective with all new contracts entered into after July 1, 2015, a statement notifying consumers of the existence of the Virginia Contractor Transaction Recovery Fund that includes information on how to contact the board for claim information.

            Blue Mountain LLC acknowledges an understanding of the charges but neither admits or denies the violations.

              Should have known something was off when they kept mentioning their "assessment fee." was 99 bucks--it must be the only way they get paid. Had a busted out elbow in a sink. Their initial price was 485 for installing an elbow, then I told them I'd go with that if they could guarantee it'd drain and without leaking, to which they replied it'd be another 380 to check that it'd drain by running a manual snake down the pipe--when I asked why snaking the drain--a 3 minute job--was worth 380, they just said "that's what it says in the book." I was afraid they'd further bust the pipe in the wall, since they hadn't even been able to assess the need without me walking them through it, and I wasn't keen on paying out almost 1000 bucks for a minor repair, so I paid them the 99 bucks for, essentially, wasting my time.
