Complaint: I filed a compliant against this business for incomplete work & poor workmanship The company wrote back that they were not fully paid when in fact they never completed the work they were contracted to do & further the work done to date is of poor quality & falling apart They made false & unfounded accusations & you closed the case What a disgrace What kind of service are you. People look to you to find reputable businesses but you would rather protect them then report them I guess that is because they are the ones paying you

Desired Settlement: finish the work & repair the faulty work

Business Response: There is no substance or truce in the complaint. We have nothing to add to previous information provided previously.  This person tries to cheat insurance and businesses to get something for nothing.

I am rejecting this response because:rather than finish work & repair  defects this business makes completely unfounded accusations - this shows what type of business they really are

The work remains unfinished & numerous defects which czar obviously has no intention of finishing/repairing - they do poor workmanship & don't stand by their work

manufacturer of finishing compounds used by czar has said that the material was not properly applied

Business Response: Customer could not provide any written statements from manufacturer or inspector.  None. All accusations are completely baseless and invented by customer.  We already provided all facts related to this issue in prior correspondence.

Complaint: floor was order 3 months prior to installation with deposit of $8,000 - material were still over 1 month late. floor materials received were defective materials , czar agreed to fix but returned same materials without repair, Installer was given keys to empty apt btu did not complete work for over 1 month then did poor installation, did not remove waste materials - left hazardous chemicals (5 gal pails of refinishing chemicals).. Was supped to refinish existing floors on downstairs - partially sanded & then applied orange ' stain' which appears like paint. Demanded payment immediately after appllying finish but was wet & told us not to walk on for 48 hours so we could not see poor workmanship. Contacted installler about waste, color of refinfshed floors but refused to do anything further. Later contacted installer again regarding finish coming off in numerous places, mismatch of pattern, etc. Took at least 6 phone calls to get on phone & gave runaround. Finally,visited & gave ridiculous excuses, referred to us to floor finish manufacturer. Floor finish manufacturer referred us to distributor where materials were purchased. Distributor said that from pictures furnished that material was not properly applied/installed. Offered free materials but said we needed to work out with installer for labor. Contacted installer who referred us back to Czar. Contacted Czar who rufused to do anything say we need to hire a professional floor inspector to write a report at our expense & then would consider trying to resolve but since we witheld several hundred dollars for removal of waste materials said there is no warranty & hung up phone

Desired Settlement: finish work & repairs or refund sufficent amount to cover cost so we can hire a prefesssional

All claims are untrue.

The claimant didn’t pay the bill for molding installed.  The invoice is still outstanding. We do not provide warranty as a policy for jobs not fully paid.  Still, in good faith our installer visited the site and determined that owners scratched the finish while moving furniture.  they must hire professional floor inspector and provide written report if they believe otherwise.  Full invoice payment with accrued interest are expected for any warranty to apply.

Claimant will be reported to the police as he defrauded insurance company by paying for the work that he was not charged for.  We offered to finish some areas for free but claimant insisted to put cost on the invoice to provide to insurance.  We have e-mail and two invoices requested  on file to provide to insurance investigators.

czar supplied shoddy material - i have many pictures
czar did substandard work  besides issues with finish which is pealing off - not scrstches.
even their supplier of the finish said it wad improperly applied.
czar left all of their finishing chemicals & trash & refused to remove costing us hundreds of dollars for disposal
& finally never completed work as contracted so small balance that was witheld does not even begin to cover expense of waste removal alone
we paid over insurance allowance to czar
if they believe there was fraud they should report it
they are the ones defrauding their customers & that is why we are reporting
we welcome any independent professional to visit site & evaluate 
if we do not get satisfaction we will pursue legal remedies

Trash removal was never part of the job description. Homeowner's responsibility to provide trash container and removal service at their expense. Contractor in NY can't legally haul waste material. Unpaid invoice will be passed to the collection agency and fraud reported to the authorities.
We stand at our position and no other remedies to be offered.
