              There has been several attempts to contact Cardinal management representative ********************************* via telephone and email after an initial visit to my home where he was shone the condition of the property. Under the deck it is unsafe because the supporting beams are coming apart, you can see this because the nails are clearly visible and the bolts on the left side is coming out, this is of no fault of our but presents us with a very dangerous issue. The management company re: **************** has made no attempt to contact us regardless of our many attempts to contact him via email even from his own office. There is also another issue at the front entrance which the common way to my unit where the area around the light fixture where the ceilng needs repair, this too was shown to ****************.

              I bought my condo in 2008, and subsequently got elected to the condo board, which was in the process of switching back to Cardinal Management, after many years away. Our Board has had a positive experience with them. I grade them a solid B+ for effort and results. It is not easy to manage a condo association. I have read the other (negative) reviews on the BBB and I think some of the issue is lack of buyer education. The condo business model is very fragile. Owners want low assessments, but want 5 star service for it. It can be hard to manage expectations. Additionally, the condo board is all volunteer, and the board is what really sets the tone for how things are managed. I know Cardinal does their best, but if the board and owners are apathetic, there is only so much a management company can do. I have served on my board for 13+ years, so I can see both sides of the issues. I think Cardinal does a great job as the management part of the team in addition to the board and site office manager. But make no mistake, all 3 parts of that team are fully needed to create the best experience. If one is lacking, then you end up with issues. In conclusion, I want to share a really positive experience I recently had with Cardinal. My community was built in 1964 and has master billing for our gas (heat & cooking) from Washington Gas. In late 2018, WG started dramatically underbilling us. We noticed and asked them about it multiple times, even sending a certified letter. They assured is repeatedly that everything was fine. 2 years later, in November 2020, WG requested back billing of $209,000. This was an enormous sum, but we had used the gas, indeed had expected to pay for it and thus set up a payment plan. Then they asked for an addition 20 - 30K. Our manager at Cardinal finally had enough. He contacted the VA SCC (Virginia State Corporation Commission) and wrangled and wrangled and got WG to reduce the bill by $124,000. This is an enormous reduction. I still have no idea how he did it, but I am extremely grateful. I don't know that another company would have quite gone to bat for us, the way our manager at Cardinal did. PS. One lesson I've learned from being on a board is that many times no news is good news. People never tell you things are fine, even when they are fine...they only like to complain, I would suggest considering that whenever you read reviews.
