My credit card Capitol One has increased my interest to 15.9 % last month. I told them I never agreed to that increase,they said that they mailed me to information last Feb-2009.....I told them I did not recieve that letter ,I can not pay the rate they are asking and I have asked them to lower this interest but they say they can not....if I can opt-out they never mention that to me...
