Writers and authors may seek the services of a professional editor or literary agency to assist with the devlopment or publishing of their manuscript, but it's important to know the difference between the two services. Professional editors review and evaluate manuscripts, in order to make the manuscripts more marketable for publishing. Editors charge fees based on either a per page charge (for each double-spaced typed page) or a flat fee for the entire manuscript. Editors do not place clients with publishers. Literary Agencies represent authors to publishers. 

Some agencies require an advance reading fee before a manuscript is presented to publishers.

To check an agency's credentials, you may wish to ask it to provide you with the names of former clients who have been placed with publishers, and the names of publishers with whom clients have been placed. It is important to understand what specific service you are obtaining. Make sure to get all verbal promises in writing.
