Types of Complaints Handled by BBB
BBB handles the following types of complaints between businesses and their customers so long as they are not, or have not been, litigated:
- Advertising or Sales
- Billing or Collection
- Problems with Products or Services
- Guarantee or Warranty
We do not handle workplace disputes, discrimination claims or claims about the quality of health or legal services.
As of June 11, 2013, Case No. 13-CX-10 the state of Wisconsin Attorney General's office announced that the Wisconsin Department of Justice (DOJ) has filed an enforcement action against nationwide Internet coupon companies and the telephone billing aggregators who placed these charges on customer telephone bills.
The complaint alleges that the defendants marketed to Wisconsin customers through discount coupons, sweepstakes or merchandise, and then entered into agreements with billing companies that placed unauthorized charges on their telephone bills, in violation of Wis. Stat. §§ 100.195 or §100.207.
The complaint also alleges violations of Wisconsin Administrative Code § ATCP123.
The case was referred to the DOJ by the Department of Agriculture, Trade and Consumer Protection (DATCP).
The complaint requests that the Circuit Court enjoin billing aggregators and certain coupon companies from further violations of the unauthorized billing statute and seeks forfeitures of between $25.00 and $10,000 per violation for each unauthorized charge, as well as costs and fees associated with prosecution.

Our files contain a pattern of complaints from consumers that allege after using I.L.D. Corp phone services, they receive their monthly statements to find multiple unauthorized charges. In some cases consumers are stating they reach out to their phone carriers about the unauthorized charges applied to their bills; at which point they are informed that the charges were applied by I.L.D. Corp and they would have to contact them directly. Consumers further state when reaching out to I.L.D. Corp they cannot provide an itemized bill describing the charges.
ILD responds to these complaints stating "ILD performs bill forwarding services. Our billing services enable telecommunication service providers to bill different types of products and services on consumer's local telephone bills. These products and services include local and long distance phone calls, operator services, Internet services, voicemail services, directory-assistance, and information services."
On February 28, 2014 sent correspondence to ILD Corp. requesting their voluntary cooperation in resolving complaints on file with BBB and providing steps it will implement to eliminate the pattern of customer complaints.
On March 11, 2014 ILD responds to these complaints stating "ILD is a service provider of payphone agents, aggregators and owners who make available payphones for consumer convenience. This service allows telephone calls to be made from hotels, hospitals, public pay phones and similar locations via collect, third party or a debit/credit card.
BBB will continue to monitor the complaints and update this text regarding the pattern, if needed.
