I place an order on May 15/2015 of party supplies on the amount of $592.10. They charged the amount and yesterday I received an email which I copy here: Dear *******, Thank you for your order with FlashingBlinkyLights.com, Inc. We require verification of the billing information because this is your first order with FBL. Please fill out the attached authorization form and send a scan of the credit card and your photo ID. Once we have received this information we will process your order. If you have any questions regarding your order, you can reply to this email or call us at ************ or fax us at ***************** email has a pdf attachment with your INVOICE. Please print for your records. IF THERE IS A BALANCE DUE, please forward to your Accounts Payable department. Make Checks Payable to FLASHING BLINKY LIGHTS. Mail payments to:XXXXX ******* ****** ******* ** XXX**********************************************************:

Desired Settlement
Because they already charge my credit card on the amount of $592.10 and they are not going to ship the order if they dont receive my personal private information (scan my ID and my credit card to be sent by email, which I consider suspicious, I want the immediate reverse of the charge. I spoke over the phone with ***** **** a representative of the company, and she told me that if I did not send the information requested by email they would not ship the order, but they already charged it.

The order was placed after business hours on Friday so the order was not processed until Monday, as we are not in the office on weekends. Unfortunately due to a high rate of fraud on international credit cards we require additional verification for orders over $250 when the address and security code verification are not available, as was the case with this order. The customer was not comfortable emailing the authorization form so we offered to start a charge verification with American Express but the customer did not want to do that either and requested that we cancel the order. We canceled the order immediately and credited the card. Attached is the transaction record for that transaction which was performed on May 18th. We are very sorry for any inconvenience our policy may have caused but we have this verification process in place to protect our customers, as well as ourselves, from credit card fraud which sadly is so common.

I accept their response because after let them know that I put a complaint at BBB, they immediately reverted the charge on my credit card, not before. I do not accept their explanation, which is false when they say: 1. "the order was placed after business hours on Friday". It was placed at 3:24 p.m. PDT.
2. Nowhere in the payment page or during the transaction process, a warning appears about requirements to send scanned personal information such as ID and credit card if the order is over $250.
3. They stated the address was not available and in fact it was. 4. They offered a verification process which was going to take a week when they already had the payment approved and a verificación transaction #.
5. They canceled the order and proceeded to reimbursement ONLY because I told them I reported this unacceptable situation to the BBB.
It was only after I called one more time to let them know about the complaint that they immediately made the reimbursement.
6. They explain that they have a verification process to avoid fraud, but it is not written anywhere during the payment process. Instead, sadly, their policy of requesting more very prívate documents (scanned and by email), after they already have your money, seems so commonly used by the fraudulent websites and it can lead to Identity theft.
I am sorry I had to come to this to get my money back and I thank you very much for your prompt response.
