Complaint: ITT Technical Institute constantly changes the graduations requirements, adding more classes that are not listed in the program structure. Therefore not only you don't graduate on time, but also, the cost of your education increases as ITT continues to add new "requirements". Not once, did I received an email, phone call, memo, or mention by any one in ITT that the requirements have changed. It just makes my wonder how much more information ITT withholds from students regarding financial charges. The financial aid staff is constantly asking students to sign plan forms. I find this very unethical.
Desired Settlement: My knowledge of law in this matter is very limited. However, I would like ITT Technical Institute to refund all the unnecessary charges for all the courses ITT has conveniently added as requirements as they are not listed on the program structure.

Dear Mr. *****:
Thank you for the opportunity to respond to the complaint filed with your office by our student,
********* ******. Ms. ****** is enrolled in the associate of applied science degree program in
Criminal Forensics Technology (CFT) and began attending her courses in the March 2011
In her complaint, Ms. ****** alleges that the school continues to change graduation requirements
by adding additional courses. She claims this not only will cause her graduation to be delayed,
but it has also occurred without notification to the students, which she says is "unethical." She
has requested that her tuition charges for this course be waived or refunded. I have reviewed Ms.
******' allegations and determined the following:
1. I became aware of Ms. ******' concerns in a March 18, 2013 email communication from
her to which I replied on the same day. In my response, I explained that atudents had
been informed of the course addition with an armouncement on the Student Portal
website, through a recent update of the school's Catalog, which is also available online,
and a posted armouncement on campus. I have included a copy of the Student Portal

We often hear from employers that, in addition to technical skills and knowledge,
they look for other general skills in today's workforce, such as the ability to
communicate, solve problems and work in a tean1 environment.
Beginning in the 2013 Spring Quarter, a new Advanced Strategies for the
Technical Professional course (GS2745 or GS2747) will be integrated into most
programs of study to further enllance our offerings and address this feedback from
employers. Students will take the new 3-credit-hour course in their final academic
quarter as part of the General Studies requirement. In this course, students will
touch on all of the General Education program goals:
1. Demonstrate personal responsibility
Solve complex problems
Communicate effectively in oral, written and visual forms
Contribute as a member of a team
Pursue lifelong learning opportunities
Major Components of the Course
1. Character qualities that are common to successful people

Research shows there are some character qualities that are more important to
business success than others. Students will discuss them as two categories: Tools
for Overcoming Obstacles and Tools of Connection.
2. Profossional skills
Students will complete the threads that run throughout the General Education
courses having to do with business communication, teamwork, conflict resolution
and problem solving.
3. Personal finance
Students will learn the key personal financial skills that everyone needs to know
but few have an opportunity to learn in a "practice" environment, such as loans,
mortgages, compound interest, the basics of investing, credit, budgeting and fiscal

Students will develop strategies for making connections in their field after they
leave school, research professional organizations and groups related to their field,
and develop strategies for staying abreast of changes in their field.
Does This Course Affect You?
This course isn't offered at all ITT Technical Institutes nor is it required in all
degree programs of study. Please check your school's catalog or speak to the dean
at your campus to see if this course bas been integrated into your program.
Students who qualify for the Opportunity Scholarship ean lower their tuition
costs. Please visit the Finance Department to learn more.
2. The Emollment Agreement (EA) and the school's Catalog clearly communicate the
following: "The School may, at any time in its discretion, vary the offering and/or
sequence of Program courses, revise the curriculum content of the Program or any
Program course and change the number of credit hours in the Program or in any Program
course." Ms. ****** acknowledged this provision by her signature on her EA and her
receipt of the Catalog during the emollment process.
3. Contrary to Ms. ******' claim, this is the only course that has ever been added to the CFT
program. As Ms. ****** was originally only registered for two courses in her final
quarter, the addition of this course to her program will not cause a delay in her projected
graduation date at the end of the current quarter.
While I am concerned that Ms. ****** feels the addition of the GS2747 course is "ooethl18Eif,'1'fd'~
am unable to substantiate her allegations that students were not infonned of the course addition
or that her graduation will be delayed. I must, therefore, deny Ms. ******' request to refund or
waive the tuition charges for the GS2745 course.

BBB's Final Determination: Business resolved the complaint issues, but not within BBB's timeframe. The complainant did not acknowledged acceptance to BBB.
