Complainants generally allege the company fails to perform installations or provide refunds after collecting deposits ranging from hundreds to thousands of dollars.

The company responds to some complaints by explaining that delays were caused by rebate issues with the utility company, and promising to complete installations at a later date.

BBB believes that the complaints contain a pattern of allegations and contacted the business on September 8, 2015 and September 22, 2015. We requested the company provide to us steps that it is taking to eliminate the underlying cause of complaints, if any. As of today, we have not received a reply to our correspondence.

According to California law, the down payment on a contract for services to be performed for a homeowner by a contractor should not exceed 10 percent of the contract price or $1,000, whichever is less. An exception to this down payment maximum is if the contractor has obtained a Blanket Performance and Payment Bond, which can be viewed on the contractor’s license. If this bond is secured, the contractor may exceed the down payment requirements.

If payments are to be made before the project is completed, a schedule of these progress payments should be stated in the contract, along with the date and amount of work to be completed or materials delivered when the progress payments are made. Check all work and confirm the contractor is meeting the terms of the contract before making payments. Do not make the final payment until you are satisfied with the job.
