    Our Association has been through a few Management companies in it's 37-year history. I have been witness to the past decade, and AZCMS is abhorrent. Our current property manager forgets about monthly meetings, and when she does appear; is woefully unprepared. It feels as if our Community, which pays a significant management fee to AZCMS is forgotten. Maintenance is ignored, e-mails are rarely returned; and at-times the issue is resolved, after months of hounding them, without any response/correspondence from AZCMS. The complete lack of communication is unprofessional. I sent an e-mail 41-days ago, have followed-up weekly; yet no response. And no HOA meeting on the books. It's ironic the (President & CEO) states she "provides the vision and guidance necessary to deliver unprecedented service to all her clients."; when you cannot get anyone @ AZCMS to return a phone call or e-mail.

    To Whom It May Concern: This email is in response to the complaint referenced above made by Christopher Michael Blair. What I write is in an effort to help the BBB understand the industry and what transpired at Discovery at Tatum II Condominium Association. Mr. Blair has failed to understand the relationship between AZCMS and the HOA and the condominium owners. Mr Blair is a renter, and legally should be dealing directly with the condominium owner of the Unit in which he resides. As "Agent" for the HOA, AZCMS legally only is permitted to speak with the owner of the property. This business model is standard in the Homeowners Association Industry. Owners have the responsibility to deal with their renters, or guests. Our (AZCMS) contractual obligation is with homeowners. AZCMS has received over 60 emails from Mr. Blair from October 2018 through current. Many of these are general complaints about the condition of other units and also general common area maintenance. As a courtesy we have investigated these items, and/or completed tasks if warranted. We have done our best to respond in a timely manner to a renter (even though AZCMS is under no obligation to do so). When appropriate we also share Mr. Blairs emails and complaints with the Board of Directors. They have the authority to direct AZCMS to handle situations a specific way and in many cases, they require us to obtain bids and have the board vote on solutions. We have no control on whether the board takes appropriate (or any) action. Again, AZCMS is bound by our management contract, to take direction from the elected Board of Directors who represent the Discovery At Tatum Place Homeowners Association. We are happy to present any communication to the BBB that will support our statements. We have accumulated a file on Mr. Blair (known in emails as CM Blair). It should be noted that the 35+ year old community has hundreds of thousands of dollars in deferred maintenance and over the years has been mismanaged. AZCMS has been part of Discovery at Tatum since October 2018. AZCMS terminated our contract with Discovery at Tatum place due to a dysfunctional board. We also believe that this complaint is a direct result of our termination of the management contract with Discovery at Tatum Place. As owner of AZCMS I would appreciate your review on this response and invalidate Mr. Blair's complaint. It is unfounded. Thank you!

    The HOA and AZCMS are fully aware, I am not just a renter; I am the designated local contact for an elderly and out-of-state owner. This owner possesses 6-units in this Development. As mentioned, AZCMS has been the management company for this Development since 2018, and in this time they have not properly manager this development. I only ever contact AZCMS when they are not being responsive to the HOA requests; and the HOA is always CC'd and has pre-knowledge before I reach out. When I am reaching out, it is because the HOA has been ignored and given the 'run around' by AZCMS. I am on almost all HOA meetings, or was present at in-person meetings. If AZCMS, more specifically Leanne Diliberto (Community Manager for AZCMS) was responsive to the HOA, I would not be required to step-in. If AZCMS does not want to communicate with me, then it is only business etiquette to respond and make this known; you don't simply ignore e-mail. However, in the current matter, the HOA was CC'd and even responded to AZCMS to 'please respond' to the e-mails. Additionally, I do not believe this to be the reason for non-response, as they have a very long history of mis-management supported by multiple reviews from other communities, not just my complaint. Again, I and previously the HOA has been asking for bids for needed repairs for months. Just this month, Leanne Diliberto responded stating she'll get the bids. We've been waiting for many months (pre-COVID). Ultimately, AZCMS does not fulfill their obligations and lacks the basic communication skills to effectively manage the community. All we want is communication and action, which I believe is moot at this point since I was informed the HOA gave notice of termination of contract. This complaint should stand, as AZCMS was contractually obligated to fulfil basic tasks; which they have failed to do.
