Complaint Balance Billing hospital visit Innovative Healthcare Systems provides medical billing for physicians who are not satisfied with payment from a patient's medical insurance and seek to bill an additional amount above and beyond what the medical insurance has paid. The practice, known as balance billing, is illegal in most states - but not in Texas. In this case, Innovative Healthcare Systems is doing business as Arlington Medical Emergency Medicine Associates and attempting to collect additional payment on behalf Dr. **** ******. Dr. ****** was paid $323.36 by Blue Cross/Blue Shield of Texas for services rendered on 12-11-2012, more than adequate compensation for the time he spent examining me. Dr. ******, through Innovative Healthcare Systems d.b.a. Arlington Emergency Medicine Associates originally attempted to collect and additional $428.64. I requested a review and the bill was reduced to $182.30. While I appreciate the reduction of the bill to $182.30 I still feel that I should not have to pay anything. Dr. ****** received $323.36 from Blue Cross/Blue Shield, and should be seeking additional compensation.
Furthermore, I feel that Innovative Health Care Systems is deliberately deceptive, doing business under multiple names, and concealing their true identity. Although the offices are in Oklahoma, they providing billing services for doctors in Texas - billing services that are illegal in most states.

The system is designed to frighten patients into paying more for medical care than they actually owe. Innovative Health Care Systems (IHCS) is never identified anywhere on the bills they send, it is only through research that I was able to discover their true identity. They assist groups of doctors who deliberately work at contracted medical facilities but then refuse to accept the contract rate and then bill patients for the balance. This practice of balance billing is illegal in multiple state. It appears that IHCS is merely the bill collector, my grievance is with Arlington Medical Emergency Medicine and I will file a complaint against them.
