State Law requires construction to be done by licensed contractors. You are breaking the law when you hire an unlicensed contractor. Additionally, you have little recourse when the job is of poor quality or left incomplete if you hire an unlicensed person. Don't be fooled into thinking an "occupational license" proves someone is a contractor. Florida requires that all persons engaged in construction be licensed by the Department of Business and Professional Regulation (DBPR). Escambia County and the City of Pensacola require a county competency card as well. If you are dissatisfied with your contractor or the work he/she has done, file a complaint with the BBB and the DBPR's Bureau of Investigation Services. The state cannot assist you in recovering any loss resulting from contracting an unlicensed person; all the state can do is prosecute them from practicing without a license.
