Complaint: On July 8, 2015 Justin S******, acting for Spane Roofing requested and received $2500 from Rev. ***** for reconstruction of a roof area, then construction using steel sheet roofing. Work commenced thereafter with delays. Mr. S****** left a crew of laborers, and was rarely seen thereafter. He stated that all was done except for some bolts which he would install a day later. He wasn't seen again. Rev. *****, noting Justin's absence, and being in receipt of a job completed bill, phoned Spane and spoke with their office manager, who stated that Spane only offered a one year warranty on their work, an industry standard. Rev. ***** has been disabled for over a decade, cannot walk a single step on her own, and has 24/7/365 caregiver on a 5-7 person staff, none of whom had ever seen such a deluge in the past decade, or prior to Spane "work". On Sept. 20 caregiver was horrified to find that water was pouring from roof adjacent to entry way of home. There had never been such a deluge until Spane "repaired and re-built" the roof. Spane was informed, and two men, Jim S**** and Mr. C********** arrived, were shown the problem, and agreed to make things right on September 22, before rain was due. Later that evening, Spane sent an email. Rev. ***** called Spane. Although Jim was in the office, he instructed his secretary that no further work would be done unless the bill was paid in full. Failing payment, a lien would be put on the residence, which is also a Washington State non-profit headquarter, Rev. ***** contacted the BBB.

Desired Settlement: Work completed with the house made safe from falling off cliff due to Spane failing to meet prudent standards. All further expenses to be paid by Spane as relates to them putting human life and property at risk.

Business Response: On July 8, 2015 Spane Buildings was contracted to perform a
partial roof replacement to prepare for the addition of solar panels to the
home. Additionally the owner noted some leaks in the dining room area of the

Spane buildings performed the contracted work. Work being
completed on July 24th, the billing was sent August 10, 2015.

The owner called and complained that Spane had “taken or
stolen” materials from the site. In fact Spane employees had cleaned up the
site. The owner stated that she wanted the scrap materials to recycle. Per the
contract the debris and scrap materials were cleaned up and removed. The screws
mentioned were completed at that time as well. The job is complete.

On September 21, the owner stated that there is an issue
with water coming off the building and a fear of damage to the foundation.

The same day Mr. Spane and Mr. C********** of Spane
Buildings made a site visit.

At that time the owner requested that Spane look at a video
clip of water coming off the roof and causing damage to her home.

Spane inspected the roof and found the roof is correctly
installed and the problem being experienced is due to a blocked or insufficient
gutter for the flow of water.  This
deficiency has nothing to do with the roof work.

Spane suggested installing a larger (6”) gutter in the area
of concern. An offer was made to perform this limited work gratis. After returning
to the office and reviewing the file Spane noted that the bill had not been
paid for the completed roof and told the owner that this balance needed to be
cleared before further work would be done.

After further consideration and due to the owner stating
that she felt she may have a damaged foundation from erosion (the house is on a
critical slope and is waterfront), Spane rescinded the offer to work on the
gutters. Spane recommends that the owner have a qualified engineer inspect the
foundation to determine what steps need to be taken to deal with the storm
water runoff.

It is obvious from the video the owner displayed to Spane
that this problem has been a long standing one since the amount of water coming
off the roof in this area would not be impacted by installing a new roof. The
storm water management should be addressed as a whole.

Spane Buildings has always and will continue to stand behind
its workmanship. While Spane agrees that there is a storm water management
problem at this property it is not due to any work performed by Spane.

An outstanding balance of $5,578.58 remains. Spane proceeded
with Lien process September 22, 2015.

I  reject this response because: It is neither truthful nor accurate.
A quick example is references to a video shown them.   There was no video, just two photographs.
Spane removed and reconstructed a critical roof area.
The original gutter was removed, but not replaced. 
The staff of the **** can all testify that until Spane "fixed" the roof there was no extreme leakage.
Rev. has been disabled, confined to a wheelchair for over a decade, 77 years of age with low income due to spinal damage..
Failing to advise Rev. ***** put her at high risk as she cannot walk.
Rev. *****  accepted Spane's proposal to make things right before rain returned.
Part of Spane's problem might be using workers who don't understand English, and a foreman who was rarely there to supervise them.
One of the principles of the **** is to teach re-purposing of used materials.  Spane was asked to leave steel roofing panels and wood packing materials, etc. rather than haul them away for paid disposal.
You'd think he'd be grateful for this.  **** has never charged for it's services, which are primarily funded from Rev, *****'s limited resources.

Business Response:


Spane statements are true and correct.

Spane was shown a visual display on a cell phone showing the
water flowing off the roof. I suggest the owner submit the “picture” which
clearly shows the problem.

Spane removed and replaced roofing as per the contract.

No gutter(s) were removed. All original gutters remain.

Since the gutter system was not altered the runoff problem
likely existed prior to Spane work. NOTE: The original gutter remains in this
area and the water appears to be overwhelming it in the “Picture”

Spane has addressed withdrawing the offer to work on the

During the site visit Spane chose to overlook as ignorance
the disparaging remarks regarding the Hispanic employees made by the owner. Now
we will address this. Only those with deep seated racism make the comments as
such. The crew was properly supervised and is all well qualified to perform the
work. There is no language barrier. This is a poor assumption on the part of
the owner and will not be tolerated.

The waste material and any dunnage was removed and disposed
of per the contract. No change order was issued to otherwise handle the
materials. This was completed per contract.

As regards the physical condition, age or financial
circumstances of the owner, we would not make comment other than the only
consideration is the ability to pay for the work contracted.

The owner stated that this work was done in preparation for
a solar installation and that project was cancelled due to lack of feasibility.
This may be impacting her willingness to pay for the roofing work.
Spane Buildings Inc. expects to be paid for the contracted
work which is completed. No new work will be contracted with this owner.

I have never witnessed a more hate filled, angry, attack oriented monologue as I
witnessed in meeting this owner. It took all the patience I could muster to sit
through it. I was cordial and tried to be helpful.
