CDL testing is a scam. They want things stated that aren't in the Indiana CDL book, tricky phrases, claim you didn't state parts, fail if miss 5-6.
On July 31st, the lead tester had to leave do to a family issue. A substitute did the testing for a school bus. My employer would pay the $100 fee one time only. I went through the pre-trip inspection. He said I failed my pre-trip, missing 10. He didn't state all 10 missed. Some were.. water pump, rear brake lines, spare fuses..I trusted that I may have missed 10 total.
I rescheduled for Aug. 6th. The regular lead tester was available. I used my personal card to pay $100. I went through my pre-trip, trying to state everything. He told me not to do the brake check first and save for last. He said that he wanted me to check all switch functions so I went through all switches.. lights, fans, strobe, stop arm, door, ect.
I stated that I check gear selector, placing it in reverse and drive. I was failed again. I didn't miss even 5. I was failed for mentioning that I open rear emergency door, but had only opened it from the outside during outside inspection. Trickery was used, stating that I just needed to point to items but then failed me by giving the command to only show use of switches.

Desired Settlement
I would like a refund but I would have to set a court date and miss a day of work to travel over 60 miles. They can fail you repeatedly and it is just your word against theirs. I know I passed the test at the state standard. Every time you fail it's $100 × 8 tests a day. Wow

The practice of CDL testing is rigorously controlled and enforced by both State and Federal authorities.

Some tests do end unexpectedly for the CDL applicant.
In cases where the applicant believes the tester conducted the test inappropriately, the lead tester will be happy to provide a contact within the Indiana State Police agency which oversees the CDL testing program at Horizon Transport. This contact has direct authority over the CDL testing protocols in question. If it is determined by the Indiana State Police Officer who reviews the complaint that protocol was breached, then compensatory measures will be directed by the same Officer. In that case, Horizon Transport, Inc. will promptly comply with any directive received from the Indiana State Police Officer reviewing the complaint.

Safe drivers are needed to drive school bus, many only making 15,000 to 25,000 a year. A test costs $100 plus 1-3 hours of the day, along with fuel cost. The tester could fail a person 3 or 4 times or more, even if a person passes by reasonable state standards.

If an applicant feels that a test was not administered in compliance with Federal and State program requirements, then that individual is welcome to request the contact information for the Indianapolis office that oversees the testing processes. The unfair money scam CDL testing practices and unprofessional actions of tester *************.
I have worked with the public in business all my life and have never encountered such a rip off scam and a guy as *************. I am s Indiana state licenced real estate agent and home inspector. I work part time for a company that delivers mobile homes. I have done this since 2009. I acquired my class A CDL permit to assist driving home from deliveries and have a year and a half experience driving the semi tractor. I scheduled a driving test on 3-14-2012. The tester ************* was over 20 mins late to get to work that morning. ( I had to drive an hour and a half to get there) The guy looks at my permit and said... "oh you have to the end of the month to pass" he failed me before I even started! The guy was smoking in the truck, used bad language, It was cold outside and he didn want to be out there, He was making his own rules (I studied the state book over 20 hours) He failed me on the brake test that I have done over a hundred times! He jumps out of the truck (Not in the proper way) bolts to his office (with me still in the truck) And yells "let's get you rescheduled". I scheduled the next appt on 3-26-2013....that was the soonest he could. On the 26th I drove an hour and a half to find a note on the door that he was not in today...He said he was sick? no call no anything! I drove 3 hours again! wasted!! He calls me the next day....and said we can try again on the 29th (Good Friday) To make a long story short the guy fails me again! He said I went out of bounds on the straight line backing....I had all view of lines in my mirrors! unbelievable! The whole time he was in a hurry and kept looking at his watch...(He didn't want to be there!) The next guy was waiting to test near by and it appears *** wanted to be done with me to move on to the next one. *** hurried to his office again. (Cold out once again) I talked to the guy waiting to test.... This was his third time! He was stating many of the same events with him. What a scam! I have spent ****** x 2, Drove a total of nine hours to and from the testing site, Took three days off of work. My permit has now expired and can not get a new one for a year!

Horizon Transport, Inc. maintains the physical location facility for the State of Indiana CDL test site and accompanying office(s) in Wakarusa, IN. However, the State of Indiana directly oversees the testing protocols. Horizon Transport does not. Indiana State officials monitor and control process as well as conduct quality checks of the tester mentioned in this complaint and they have invariably and repeatedly determined that this tester is conducting himself "by the book". The process of taking a CDL test is impersonal and highly structured. To fail the test is frustrating and can feel demoralizing, but the tester is required to maintain strict neutrality with regard to a test subject. This neutrality can and sometimes does add to the sense of demoralization that comes from a failed attempt to obtain the CDL license.

Complaints and concerns about the CDL test and its administration can be made to Indiana State Officials responsible for oversight of the testing process.
