On May 17, 2013 the Department of Real Estate accepted a formal accusation against licensed real estate broker Judy Kay Combs, which led to the suspension of Combs’ license. The suspension was to be in effect for a period of 60 days, ranging from August 22, 2013 to October 21, 2013 and lifted provided Combs met all stipulations put into place by the Department of Real Estate. These stipulations included that Combs follow all laws set in place by the Department of Real Estate, receiving no further cause for disciplinary action against her license within two years of this suspension, and the successfully complete of a trust fund account and handling course.

This order follows an audit that the Department of Real Estate conducted on Amador County Property Management, also known as A Home For You Property Management, a real estate and property management business owned and operated by Judy Combs under broker license 01442260, examining the business records for the period of January 1, 2011 and February 29, 2012. During this audit, the Department of Real Estate found that Combs had allowed an unlicensed individual to withdraw funds from the business trust fund account, failed to keep appropriate records for the business, mismanaged the trust account held by the business, causing a deficient balance, and failed to reconcile the deficient balance caused.
