Complaint: Company charged $89 (plus tax) for an estimate of a plumbing problem. We did not receive an estimate for the project but rather an estimate for the cost of an estimate (approx $380 to put a hole in the wall). We understand the company's position that they cannot provide an estimate without seeing the whole problem, but they shouldn't charge us for an estimate they did not provide. Today the company called to see if we wanted their services. I tried to explain that we weren't happy since we hadn’t received the estimate we paid for. The polite woman on the phone was not concerned.

Desired Settlement: Refund of $96.08

Business Response: On January 28, 2013 a service call was placed by ***** ****** to Schumacher & Farley.  The call was answered by our CSR ********* and she began to obtain the proper customer information as well as go over our company polices regarding payments.  Schumacher & Farley's  policy to ALL customers new and existing which was explained by ********* goes as followed.  We charge a $89 + tax visual diagnostic fee to have one of our technicians respond to the service call.  Our technician then will evaluate the situation and provide a price.  If the homeowner decides to go with the work we apply the &89, if they choose not to go with the work they are only responsible for the &89 +tax.  Payment must be accepted upon completion and we accept all major credit cards, checks, and cash.
 
Fred responded to the call and arrived at 4:45pm at this address **** **** ** ******** ** *****.  At that time Mr ****** was not home but the technician met with his wife **** about the situation which was pre- discussed on the phone earlier in the day with *********.  In the living room on the first floor there was a small hole made by the homeowners that exposed some existing water lines, but not the area in question. **** explained to the technician that they have had this problem for about a year which has progressively gotten worse.  At that time the water was off leading up to the bathroom from a valve in the basement.  The technician turned the valve on supplying cold water to the second floor bathroom.  With the help of **** they had flushed the second floor toilet several times and could visibly see water coming through the ceiling.  The technician explained to **** that the ceiling would have to be opened so we can see exactly what was leaking,and give an accurate price.  While presenting the price, the technician explained that Schumacher & Farley is a flat rate company and that we charge by the job not by the hour.   All prices that are given are final, which includes all taxes and warranties, it will not increase no matter how long it takes.  In writing the technician gave **** a price to protect her flooring, move furniture, and open up the ceiling for a price of $380.00 witch was explained again that tax had already been included.  Once the ceiling is opened, we could see the area in question, and could give and accurate price on the repair.  The technician explained that he had an idea on what the situation was, but in all fairness to the homeowner and Schumacher & Farley we can not give an accurate price on a final repair until everything is exposed.  **** explained to the technician that they had already had an appointment on Tuesday morning January 29, 2013 with another plumbing company for another price.  The technician received all proper signatures on his paperwork and collected 89+tax and then left at 5:38pm.
 
Schumacher & Farley does not give free estimates. The reasoning for charging 89+tax is to protect Schumacher & Farley from price shoppers after determining the situation or spending time at the house.  As previously stated all customers that place service calls are subject to 89+tax charge once the technician arrives regardless if any work is completed.  We make sure our office staff explains all our polices upfront  before dispatching a service technician.

When we first spoke on the phone, I was given a price to come to our house and receive an estimate. If an estimate cannot be given, we should not be charged for an estimate. If the charge was purely to come to our house, it should have been made clear that the fee did not necessarily include an estimate. This was not mentioned as a possibility. Again, I have no problem with a company charging for an estimate, but we did not receive the estimate. I am sorry their time was wasted in the visit (as was mine), but it is a rather odd professional practice to charge for an estimate for an estimate. They did not need to charge us for an estimate they could not give.
