File Segregation claims to allow participants to establish a new credit file with all local and national credit bureaus. For a fee, the consumers normally receive instructions on how to apply for and complete an SS-4 form, issued by the IRS for obtaining a Taxpayer ID number (referred to by the IRS as an EMPLOYER Identification Number). Once the Taxpayer ID number is received, participants are instructed to obtain a new mailing address and phone number difference from their current one, and to use their new address and Taxpayer ID number on all credit applications they submit. The consumer would use this Taxpayer ID number in place of their Social Security number and their new mailing address in place of their current address. According to the IRS this is illegal and the consumer can be fined or jailed.
