Repeated processing of 'NSF FEE CAPITAL ONE' for a via 'bill pay' that is DISABLED on my account. Fee seems to originate from no where, customer service argues. Subsequent USAA fees are unauthorized and there is no purchase made... why are there fees?

Business' Initial Response Altra attempted to return a call to Mr. ***** on 5/28/2013. Altra refunded NSF fee as courtesy on 5/28/13, removed ODP privelage and notified member if any future items try to clear and account is non sufficient items will be returned. Spoke to Mr. ***** on 6/5/13 & 6/14/13, left msg for return call on 6/18/13 again on 6/21/13. He didn't have time to talk so he would call back. He called on 6/21/2013 and we informed him if no deposit was made seven day continuous OD Fee would be charged. On 6/24/2013 Mr. ***** calls back, we explain that bill pay is initiated by the account holder if it is unauthorized he needs to file police report and submit a copy to Altra to consider refund of fees. He hung up on the Altra employee. 6/24/2013 - Altra called Mr. ***** back with an offer to refund partial fees if he brings in the settlement amount. He didn't respond. Account was closed. Fees owed.
