Based on BBB file information, ACH Systems USA began operations in Corinth, MS in December 1998. The Bureau opened its file in March 2001. The company is owned and operated by Joseph Dan Fuller .

ACH Systems has solicited investors using a variety of company names including Banking Technologies, Zoom Technologies, Sure-Pay, eCollect, and Recovery One. Individuals have been solicited through the U.S. Postal Service via large volume mailings of postcards with a call-back number to become "ePartners" or "Marketing Partners."

For an investment of $1,500 to as much as $10,000, individuals were promised an income of $8,500 per month at the end of a one-year period or their money would be refunded. According to some of the contracts, ePartners were also required to pay a monthly advertising fee of $100 or the refund policy would be void.

For their investment, ePartners would electronically process non-sufficient funds checks for clients provided by the Marketing Partners and be paid at the rate of $10-$12 per check processed, up to $10,000 monthly. Joe Dan Fuller also operated a similar business involving web-page design.

This company is known as Blue Shark, and most currently doing business using the names I-Logic and The Eclipse Group. Potential "Development Partners" are solicited via the mail, seeking an initial investment of $2,000. Partners are promised design software, comprehensive training and the provision of "as many sites as you can handle. No selling required. No limit to what you can earn."

Both companies indicate they operate in a number of states including Mississippi, Tennessee, Florida, Louisiana, and Pennsylvania. ACH Systems, doing business as Blue Shark Marketing, has an unsatisfactory record with the Better Business Bureau due to unanswered and/or unresolved complaints. Specifically, complaints allege deceptive sales practices, failure to provide the work as promised, that the company did not provide refunds as promised, and dissatisfaction with the company's service.

On April 10, 2001, this company was expelled from the Better Business Bureau of Mississippi due to the unanswered and/or unresolved complaints. On January 15, 2002, United States Postal Inspection Service executed federal search warrants for evidence of mail fraud committed by the company at the Corinth, MS office locations.
