Evaluation Conclusions

Jefferson County Rescue Mission (JCRM) does not meet the following 2 Standards for Charity Accountability.

Standard 4: Compensated Board Members - Not more than one or 10% (whichever is greater) directly or indirectly compensated person(s) serving as voting member(s) of the board. Compensated members shall not serve as the board's chair or treasurer.

The organization does not meet this standard since two members out of the nine member board of directors (22%) are compensated either directly or indirectly.

Standard 11: Financial Statements - Make available to all, on request, complete annual financial statements prepared in accordance with generally accepted accounting principles. When total annual gross income exceeds $250,000, these statements should be audited in accordance with generally accepted auditing standards. For charities whose annual gross income is less than $250,000, a review by a certified public accountant is sufficient to meet this standard. For charities whose annual gross income is less than $100,000, an internally produced, complete financial statement is sufficient to meet this standard.

The organization's income is between $100,000 and $250,000, but it does not have its statements reviewed by a certified public accountant.

Jefferson County Rescue Mission (JCRM) meets the remaining 18 Standards for Charity Accountability.

Programs

We serve homeless and hungry people, the unemployed, victims of abuse, children, the elderly and dysfunctional family members. The hurting people who come to us are clearly in need of more than the obvious food, clothing and shelter, which they may be lacking. Some seek a refuge from violence. Some want help finding assistance in overcoming drug or alcohol abuse. Some seek referrals to educational assistance or job training. All who cannot help themselves turn to us, and we have never turned away a call for help. The Mission attempts to provide the basic necessities through 14 free programs: Martha’s Kitchen On-Site Feeding Station, Dorcas’s Clothing Closet, Mini-Warehouse for Household Goods, Food Concert, Food To Go (support to two non-profit/non-government supported rehabilitation centers), Summer Food Drive, School Supplies, Developmental Outreach, Thanksgiving Day, Christmas-Hanukkah Food Drive, Foundation for New Life Men's Shelter, New Start Ministries, Free Summer Camp, and Community Service Program.

For the fiscal year ended December 31, 2005, JCRM's program expenses were:

Homeless Shelter 110,303
Total Program Expenses: $110,303
