Stated Purpose: exists to: (a) To operate and maintain a facility that provides residential services which meet the needs of infants and children, including those born drug exposed and/or HIV infected (“special-needs children”), who have been removed from the custody of the parent(s), regardless of the race, color, sex, religion, or national origin of such children. It is the intent of Angels’ Arms that no one will be refused services because of his/her inability to pay. (b) To manage a facility which fosters the developmental, emotional, and psychosocial aspects of these children; (c) To provide a facility which assists, when appropriate, in the reunification of these families; (d) To operate and maintain a facility that provides a temporary residential respite for the foster families and the natural families of these special-needs children; (e) To manage a facility which removes the hospital’s burden of care for these special-needs children by providing a professional residential facility.

Angels’ Arms is a non-profit organization that provides the home for foster parents so they can in turn take in brothers and sisters and allow them to thrive in a nurturing family setting until a forever home is found. They do this by providing virtually no-cost housing property and a variety of resources for successful foster families to provide foster care to children in need. Angels' Arms fills a void in the foster care system by providing temporary housing for children awaiting placement with pre-adoptive families or for children waiting to return to their birth families. Under the care of foster care parents, children receive the love, counseling and support they need to make it through this challenging time. Some may stay just a few hours; others may stay for longer periods of time -- however long it takes to be matched with an appropriate placement. This increases the likelihood that sibling groups will remain together and minimizes the chances that a child will be shuffled from one foster home to another. The overall goal of Angels’ Arms is to provide children with the love and attention they need until the best outcome is achieved for each child, whether that be reunification, adoption or a qualified, long-term foster care family. Another goal is to reduce the number of transfers foster children traditionally endure by keeping them in a smaller, more nurturing setting and by providing social workers time to find an appropriate home.
