Evaluation Conclusions

              

Pan American Development Foundation (PADF) does not meet the following 3 Standards for Charity Accountability.

Standard 3: Frequency and Attendance of Board Meetings - An organization shall have a minimum of three evenly spaced meetings per year of the full governing body with a majority in attendance, with face-to-face participation. A conference call of the full board can substitute for one of the three meetings of the governing body. For all meetings, alternative modes of participation are acceptable for those with physical disabilities.

PADF does not meet this Standard because:

  • The board of directors met twice in the past fiscal year.

Standard 14: Budget - Have a board-approved annual budget for its current fiscal year, outlining projected expenses for major program activities, fund raising, and administration.

Pan American Development Foundation does not meet this Standard because, when the organization provided budget information, it indicated that the budget:

  • Included total projected program service expenses, however, did not break these expenses down by major program category (i.e., creating economic opportunities, promoting social progress, strengthening communities and civil society, and responding to natural disasters).

Standard 17: Web Site Disclosures - Include on any charity websites that solicit contributions, the same information that is recommended for annual reports, as well as the mailing address of the charity and electronic access to its most recent IRS Form 990.

PADF does not meet this Standard because the organization's website, www.padf.org, does not include all of the recommended information for those charity websites that solicit for donations. Specifically, it does not include:

  • Electronic access to the organization’s most recent IRS Form 990.
In addition, the BBB Wise Giving Alliance requested but did not receive complete information on the organization’s finances and is unable to verify the organization's compliance with the following Standard for Charity Accountability: 13.

Programs

              

PADF reports that in the past year its programs reached more than 10 million people in 22 countries. The organization conducts programs that connect companies wanting to enhance corporate social investment strategies in Latin America and the Caribbean. PADF’s largest field operation is in Haiti. The organization reports that it was a first responder following the January 12, 2010 earthquake. PADF continues earthquake recovery work, protects human rights, fights trafficking of persons, and involves Haitian communities in the economic development process. PADF's second-largest field operation is in Colombia. The Colombia team is comprised of experts on issues related to assisting internally displaced persons, supporting Afro-Colombians, providing alternate development and strengthening communities along the borders. The organization operates fieldwork efforts through two regional programs. PADF's in-kind donation program connects companies, hospitals and other major organizations with communities that need donated products. The disaster management and emergency response program is a conduit so companies can quickly help communities that were devastated by a natural disaster or humanitarian crisis.
