Evaluation Conclusions

              

National Law Enforcement Officers Memorial Fund (NLEOMF) does not meet the following 2 Standards for Charity Accountability.

Standard 4: Compensated Board Members - Not more than one or 10% (whichever is greater) directly or indirectly compensated person(s) serving as voting member(s) of the board. Compensated members shall not serve as the board's chair or treasurer.

NLEOMF does not meet this Standard because:

  • The paid chief executive officer also serves as the chair of the board of directors.

Standard 19: Cause Related Marketing - Clearly disclose how the charity benefits from the sale of products or services (i.e., cause-related marketing) that state or imply that a charity will benefit from a consumer sale or transaction. Such promotions should disclose, at the point of solicitation: (a) the actual or anticipated portion of the purchase price that will benefit the charity (e.g., 5 cents will be contributed to abc charity for every xyz company product sold), (b) the duration of the campaign (e.g., the month of October), (c) any maximum or guaranteed minimum contribution amount (e.g., up to a maximum of $200,000).

NLEOMF does not meet this Standard because, in the past year the organization participated in promotions for the sale of consumer goods that indicated that the organization would benefit from these purchases. The promotions, however, did not specify:

  • The actual or anticipated amount of the purchase price that will benefit the organization.

In addition, NLEOMF participated in an affinity credit card program in which the promotional materials indicated that the charity would benefit from purchases made with the card, but the amount benefitting the charity was not disclosed.

In determining that NLEOMF meets Standard 8, the Alliance considered the fact that, during their 2009 fiscal year, the organization was in the process of building a museum. Funds for this project were withheld until the completion of the construction, at which time the expenses will be reflected in the organization's audited financial statements. The result of this withholding was that program expenses appeared significantly lower than their actual amount. See the notes to the Financial section of this report for more information.
National Law Enforcement Officers Memorial Fund (NLEOMF) meets the remaining 18 Standards for Charity Accountability.

Programs

              

NLEOMF built and continues to maintain the National Law Enforcement Officers Memorial – the nation’s monument to law enforcement officers killed in the line of duty. NLEOMF is a principal organizer of the National Police Week observance each May and hosts a Candlelight Vigil at the Memorial each May 13 to honor all fallen officers. In addition, the organization maintains a database of line-of-duty officer deaths, conducts research into officer fatality trends and issues, and serves as an information clearinghouse. NLEOMF has launched a campaign to build the National Law Enforcement Museum, adjacent to the Memorial in Washington, DC. Scheduled to open in 2013, the Museum will tell the story of American law enforcement through exhibits, collections, research and education. Some ($1,255,727 or 16%) of NLEOMF's program activities are carried out in conjunction with fund raising appeals.

NLEOMF incurred joint costs of $3,693,314 for informational materials and activities that included fund raising materials. Of those costs, $2,437,587 was allocated to fund raising expenses, and $1,255,727 was allocated to program expenses.
