Evaluation Conclusions

              

Community Anti-Drug Coalitions of America (CADCA) does not meet the following 8 Standards for Charity Accountability.

Standard 1: Oversight of Operations and Staff - Organizations shall have a board of directors that provides adequate oversight of the charity's operations and its staff. Indication of adequate oversight includes, but is not limited to, regularly scheduled appraisals of the CEO's performance, evidence of disbursement controls such as board approval of the budget, fund raising practices, establishment of a conflict of interest policy, and establishment of accounting procedures sufficient to safeguard charity finances.

CADCA does not meet this Standard because its board of directors did not:

  • Receive information about the financial arrangements made with outside fund raising firms and consultants hired in the past year.

Standard 4: Compensated Board Members - Not more than one or 10% (whichever is greater) directly or indirectly compensated person(s) serving as voting member(s) of the board. Compensated members shall not serve as the board's chair or treasurer.

CADCA does not meet this Standard because:

  • The paid chief executive officer also serves as the chair of the board of directors.

Standard 6: Board Policy on Effectiveness - Have a board policy of assessing, no less than every two years, the organization's performance and effectiveness and of determining future actions required to achieve its mission.

CADCA does not meet this Standard because:

  • The board of directors does not have a written policy stating that, at least every two years, an appraisal be done assessing the organization’s performance and effectiveness and determining future actions required to achieve its mission.

Standard 7: Board Approval of Written Report on Effectiveness - Submit to the organization's governing body, for its approval, a written report that outlines the results of the aforementioned performance and effectiveness assessment and recommendations for future actions.

CADCA does not meet this Standard because:

  • It has not completed an effectiveness assessment in the past two years.

Standard 12: Detailed Functional Breakdown of Expenses - Include in the financial statements a breakdown of expenses (e.g., salaries, travel, postage, etc.) that shows what portion of these expenses was allocated to program, fund raising, and administrative activities. If the charity has more than one major program category, the schedule should provide a breakdown for each category.

CADCA does not meet this Standard because, in the organization's financial statements, the detailed functional breakdown of expenses:

  • Was not included. A detailed functional breakdown shows expenses by natural classification (e.g., salaries, travel, postage, etc.) and indicates what portion of these expenses was allocated to program, fund raising, and administrative activities).

Standard 16: Annual Report - Have an annual report available to all, on request, that includes: (a) the organization's mission statement, (b) a summary of the past year's program service accomplishments, (c) a roster of the officers and members of the board of directors, (d) financial information that includes (i) total income in the past fiscal year, (ii) expenses in the same program, fund raising and administrative categories as in the financial statements, and (iii) ending net assets.

CADCA does not meet this standard because the most recent annual report did not include:

  • Total end of year net assets.

Standard 17: Web Site Disclosures - Include on any charity websites that solicit contributions, the same information that is recommended for annual reports, as well as the mailing address of the charity and electronic access to its most recent IRS Form 990.

CADCA does not meet this Standard because the organization's website, www.cadca.org, does not include all of the recommended information for those charity websites that solicit for donations. Specifically, it does not include:

  • End of year net assets.
  • Electronic access to the organization’s most recent IRS Form 990.

Standard 18: Privacy for Written Appeals & Internet Privacy - Address privacy concerns of donors by (a) providing in written appeals, at least annually, a means (e.g., such as a check off box) for both new and continuing donors to inform the charity if they do not want their name and address shared outside the organization, (b) providing a clear, prominent and easily accessible privacy policy on any of its websites that tells visitors (i) what information, if any, is being collected about them by the charity and how this information will be used, (ii) how to contact the charity to review personal information collected and request corrections, (iii) how to inform the charity (e.g., a check off box) that the visitor does not wish his/her personal information to be shared outside the organization, and (iv) what security measures the charity has in place to protect personal information.

CADCA does not meet this Standard because the privacy policy on this website, www.cadca.org does not indicate:

  • What personal information is being collected and how it will be used.
In addition, the BBB Wise Giving Alliance requested but did not receive complete information on the organization’s governance and oversight and is unable to verify the organization's compliance with the following Standard for Charity Accountability: 3.

Programs

              

CADCA's annual national leadership forum is the organization’s signature training, advocacy, and networking event. According to the organization, the forum attracts more than 2600 participants attending more than 100 workshops, plenary sessions and special events. CADCA’s annual mid-year training institute is a four-day training session designed specifically for community coalitions and the organization reports that the event attracts more than 900 participants. In partnership with the U.S. Department of Justice, CADCA provides training and technical assistance to community program grantees to improve the capacity and effectiveness of their anti-drug coalitions. In 2008, CADCA was awarded a contract to provide training and technical assistance to grantees for a three-year period. CADCA continues to execute deliverables on its five-year contract with the U.S. Department of State International Narcotics & Law Enforcement (INL) In Demand Reduction Support Services (DRSS). This includes delivering trainings and technical assistance to NGOs in seven Latin and South American countries. CADCA continues to partner with the National Institute on Alcoholism and Alcohol Abuse (NIAAA) and is assisting NIAAA in a feasibility study related to research on comprehensive community interventions. The organization continues its work with the National Highway Traffic Safety Administration (NHTSA) to increase awareness and prevention of underage drinking and impaired driving at the community level.
