Evaluation Conclusions

              

American Nonsmokers' Rights Foundation (ANRF) does not meet the following 3 Standards for Charity Accountability.

Standard 3: Frequency and Attendance of Board Meetings - An organization shall have a minimum of three evenly spaced meetings per year of the full governing body with a majority in attendance, with face-to-face participation. A conference call of the full board can substitute for one of the three meetings of the governing body. For all meetings, alternative modes of participation are acceptable for those with physical disabilities.

ANRF does not meet this Standard because:

  • The board of directors held 2 meetings of the full governing board in 2010.

Charity's response:

ANRF has indicated that,the Board of Directors meets face to face twice each year, usually in January and June. The Board-appointed Executive Committee, any action of which is defined by the organization's bylaws to be an action by the Board, meets on two separate occasions each year by teleconference, usually in April and October.” 

 

Standard 6: Board Policy on Effectiveness - Have a board policy of assessing, no less than every two years, the organization's performance and effectiveness and of determining future actions required to achieve its mission.

ANRF does not meet this Standard because:

  • The board of directors does not have a written policy stating that, at least every two years, an appraisal be done assessing the organization’s performance and effectiveness and determining future actions required to achieve its mission.

Standard 14: Budget - Have a board-approved annual budget for its current fiscal year, outlining projected expenses for major program activities, fund raising, and administration.

ANRF does not meet this Standard because the budget information provided:

  • Did not breakdown expenses by major program categories (i.e. public information/technical assistance, legislation/lobbying, and other programs).
  • Did not identify total projected fund raising expenses.
  • Did not identify total projected administrative expenses.
ANRF meets the remaining 17 Standards for Charity Accountability.

Programs

              

ANRF informs and educates tobacco control leaders, the media, educators, parents, and the general public about secondhand smoke issues. It performs these duties by maintaining a comprehensive website, mailing newsletters nationally, distributing hundreds of brochures and other publications, participating in tobacco listservs, responding to thousands of requests for technical assistance, and conducting trainings in venues across the county.
