Evaluation Conclusions

              

United Board for Christian Higher Education in Asia (UBCHEA) does not meet the following Standard for Charity Accountability.

Standard 3: Frequency and Attendance of Board Meetings - An organization shall have a minimum of three evenly spaced meetings per year of the full governing body with a majority in attendance, with face-to-face participation. A conference call of the full board can substitute for one of the three meetings of the governing body. For all meetings, alternative modes of participation are acceptable for those with physical disabilities.

UBCHEA does not meet this Standard because:

  • The board of directors did not hold a minimum of three evenly spaced meetings in the past fiscal year.

In response to our finding the UBCHEA states that, "UBCHEA has a 14 person Board of Trustees, with members residing on at least three continents.   The Board of Trustees meets on a semi-annual basis.  UBCHEA also has an Executive Committee with nine members, all of whom are on the Board of Trustees.  The Executive Committee meets at least two times per year, with participation a mixture of telephonic and in person.  The meetings of the Executive Committee ensure that a super-majority of Board members have regular oversight and participation in all major decisions. UBCHEA considers this the most cost-effective manner of transacting business, given the geographic location of Board members and the cost of travel."

Programs

              

UBCHEA initiatives are driven by its partner institutions across Asia. The organization currently supports three pan-Asian initiatives -- Environment, Inter-Religious Understanding and Peace Building, and Local Knowledge. Through its grant making, fellowship programs and fundraising efforts, these initiatives build UBCHEA’s educational capacity building and collaborative partnerships.
