Evaluation Conclusions

Global Fund for Children (GFC) does not meet the following 3 Standards for Charity Accountability.

Standard 6: Board Policy on Effectiveness - Have a board policy of assessing, no less than every two years, the organization's performance and effectiveness and of determining future actions required to achieve its mission.

GFC does not meet this Standard because:

  • The board of directors does not have a written policy stating that, at least every two years, an appraisal be done assessing the organization’s performance and effectiveness and determining future actions required to achieve its mission.

Standard 7: Board Approval of Written Report on Effectiveness - Submit to the organization's governing body, for its approval, a written report that outlines the results of the aforementioned performance and effectiveness assessment and recommendations for future actions.

GFC does not meet this Standard because:

  • The organization’s effectiveness assessment did not take place within the past two years. The last assessment was completed in May of 2008.

Standard 19: Cause Related Marketing - Clearly disclose how the charity benefits from the sale of products or services (i.e., cause-related marketing) that state or imply that a charity will benefit from a consumer sale or transaction. Such promotions should disclose, at the point of solicitation: (a) the actual or anticipated portion of the purchase price that will benefit the charity (e.g., 5 cents will be contributed to abc charity for every xyz company product sold), (b) the duration of the campaign (e.g., the month of October), (c) any maximum or guaranteed minimum contribution amount (e.g., up to a maximum of $200,000).

GFC does not meet this Standard because, in the past year the organization participated in a promotion for the sale of consumer goods that indicates that the organization will benefit from these purchases. The promotions, however, did not specify:

  • The actual or anticipated amount of the purchase price that will benefit the organization.
In addition, the BBB Wise Giving Alliance requested but did not receive complete information on the organization’s solicitation materials and fundraising disclosures and is unable to verify the organization's compliance with the following Standard for Charity Accountability: 15.
Global Fund for Children (GFC) meets the remaining 16 Standards for Charity Accountability.

Programs

GFC supports local leaders with ideas to solve the challenges facing the poor and vulnerable in their communities. GFC grants and strengthening services help to build the organizational capacity of its partners, enabling them to become sustainable community resources beyond the term of GFC’s support. GFC makes one-year grants of between $5,000 and $20,000. Grantee partners receive small grants early in the organization’s development and grant size grows as organizations become stronger. GFC offers an array of value-added services that contribute to each partner’s long-term sustainability, visibility, organizational capacity, and local leadership. Services include organizational development, pro-bono legal referrals, and regional knowledge exchange workshops. GFC also utilizes networks of grassroots organizations, consultants, and grantmaking peers to leverage resources for partners through grants, awards and fellowship nominations, and conference invitations. GFC’s program officers scout for nascent community-based organizations that are too small, risky, or time-intensive for other donors. The organization makes grants in four portfolios based on fundamental needs that allow children to thrive: Learning; Enterprise; Safety; and Healthy Minds and Bodies.

For the fiscal year ended June 30, 2010, GFC's program expenses were:

Programs 5,649,781
Communications 353,649
