Evaluation Conclusions

Aschiana Foundation (AF) does not meet the following 2 Standards for Charity Accountability.

Standard 6: Board Policy on Effectiveness - Have a board policy of assessing, no less than every two years, the organization's performance and effectiveness and of determining future actions required to achieve its mission.

AF does not meet this Standard because:

  • The board of directors does not have a written policy stating that, at least every two years, an appraisal be done assessing the organization’s performance and effectiveness and determining future actions required to achieve its mission.

Standard 16: Annual Report - Have an annual report available to all, on request, that includes: (a) the organization's mission statement, (b) a summary of the past year's program service accomplishments, (c) a roster of the officers and members of the board of directors, (d) financial information that includes (i) total income in the past fiscal year, (ii) expenses in the same program, fund raising and administrative categories as in the financial statements, and (iii) ending net assets.

AF does not meet this standard because:

  • The organization states it does not have an annual report covering activities conducted in 2010.
AF meets the remaining 18 Standards for Charity Accountability.

Programs

AF works with the Afghan charity, Aschiana, to provide meals, medical care, education and vocational training to working street children in Afghanistan. AF operates programs for street children that cannot afford to attend school and have to work to help support their families. The organization provides children with a daily meal, medical screenings and vaccinations, instruction in hygiene and health, basic education instruction in reading, writing and arithmetic, painting, calligraphy, and the English language. AF also teaches the children vocational skills in tailoring, carpentry and woodworking, hairdressing, sewing and bicycle repair. Through the organization’s Sponsor-A-Child program, it provides financial assistance to families so that children can attend school with basic necessities such as food, clothing, and supplies instead of having to work. AF reports that it helped to fund the completion of the Aschiana Children's Center in Kabul in 2011 which provides programs for 1,500 children daily.

For the eighteen month period ended June 30, 2011, AF's program expenses were:

Program support 143,140
Total Program Expenses: $143,140

Child Sponsorship

AF seeks $20 a month to sponsor a child in order to make it possible for a child to stop working on the streets and to attend school full time.  According to AF, a sponsored child receives basic educational tutoring so that they are able to enter the state sponsored school system. Once in the program, Aschiana helps the child attend school by providing them with food, clothing, stationery and necessary hygiene supplies. Assistance is also provided to their families. AF reports that every child in the Sponsor-a-Child program that is accompanied by an adult receives $20 to compensate for the money the child would have otherwise earned from working on the streets.
