Evaluation Conclusions

              

Halo House Foundation does not meet the following 3 Standards for Charity Accountability.

Standard 6: Board Policy on Effectiveness - Have a board policy of assessing, no less than every two years, the organization's performance and effectiveness and of determining future actions required to achieve its mission.

Halo House Foundation does not meet this Standard because:

  • A written policy was identified as being in board meeting minutes. Please submit board meeting minutes for verification of assessment.

Standard 11: Financial Statements - Make available to all, on request, complete annual financial statements prepared in accordance with generally accepted accounting principles. When total annual gross income exceeds $500,000, these statements should be audited in accordance with generally accepted auditing standards. For charities whose annual gross income is less than $500,000, a review by a certified public accountant is sufficient to meet this standard. For charities whose annual gross income is less than $250,000, an internally produced, complete financial statement is sufficient to meet this standard.

Halo House Foundation does not meet this Standard because:

  • If income is greater than $500,000, then the organization must submit an audit for fiscal year ending December 31, 2012.

Standard 13: Accuracy of Expenses in Financial Statements - Accurately report the charity's expenses, including any joint cost allocations, in its financial statements. For example, audited or unaudited statements which inaccurately claim zero fund raising expenses or otherwise understate the amount a charity spends on fund raising, and/or overstate the amount it spends on programs will not meet this standard.

Halo House Foundation does not meet this Standard because:

  • The submitted IRS Form 990 for the fiscal year ended December 31, 2012 reports the organization did not have fund raising expenses, under the "Statement of Expenses."

 

In addition, the Houston BBB requested but did not receive complete information on the organization’s solicitation materials and is unable to verify the organization's compliance with the following Standard for Charity Accountability: 15.

Programs

              

Halo House provides temporary housing to cancer patients suffering from leukemia, lymphoma, or myeloma who live more than 50 miles from the Texas Medical Center. Stem cell transplant patients must live more than 25 miles from the Texas Medical Center and show a letter from their doctor requiring them to live within 15 minutes of the hospital in order to stay at Halo House. We do require that a caregiver stay with the patient at the Halo House apartment and a patient and caregiver may reside at Halo House anywhere from two weeks to three months. Halo House is open to patients being treated at any cancer facility in the Texas Medical Center including, but not limited to the MD Anderson Cancer Center, Childrens Hospital, and Methodist Hospital. Halo House has provided over 3,500 days of housing to cancer patients from 12 states.
