Evaluation Conclusions

              

Purrfect Friends Cat Rescue does not meet the following 5 Standards for Charity Accountability.

Standard 1: Oversight of Operations and Staff - Organizations shall have a board of directors that provides adequate oversight of the charity's operations and its staff. Indication of adequate oversight includes, but is not limited to, regularly scheduled appraisals of the CEO's performance, evidence of disbursement controls such as board approval of the budget, fund raising practices, establishment of a conflict of interest policy, and establishment of accounting procedures sufficient to safeguard charity finances.

The charity states that its Board of Directors does not approve its budgeted financials and did not receive a copy of internally-produced financial statements for the past fiscal year. The charity also needs to develop and maintain a Conflict of Interest Policy.

Standard 11: Financial Statements - Make available to all, on request, complete annual financial statements prepared in accordance with generally accepted accounting principles. When total annual gross income exceeds $250,000, these statements should be audited in accordance with generally accepted auditing standards. For charities whose annual gross income is less than $250,000, a review by a certified public accountant is sufficient to meet this standard. For charities whose annual gross income is less than $100,000, an internally produced, complete financial statement is sufficient to meet this standard.

Despite written requests, the charity did not provide BBB with a copy of its financial statements for the year ended December 31, 2010.

Standard 16: Annual Report - Have an annual report available to all, on request, that includes: (a) the organization's mission statement, (b) a summary of the past year's program service accomplishments, (c) a roster of the officers and members of the board of directors, (d) financial information that includes (i) total income in the past fiscal year, (ii) expenses in the same program, fund raising and administrative categories as in the financial statements, and (iii) ending net assets.

The charity's most recent annual report did not include a roster of the charity's Board of Directors and financial information, including total income, program, fundraising, and administrative expenses, and total end of year net assets.  The charity's annual report meets this standard in all other respects.

Standard 17: Web Site Disclosures - Include on any charity websites that solicit contributions, the same information that is recommended for annual reports, as well as the mailing address of the charity and electronic access to its most recent IRS Form 990.

The charity's website, www.purrfectfriendscatrescue.org, does not include a summary of program service accomplishments, a roster of the charity's Board of Directors, the charity's mailing address, and financial information, including total income, program, fundraising, and administrative expenses, and total end of year net assets.  The charity's website meets this standard in all other respects.

Standard 18: Privacy for Written Appeals & Internet Privacy - Address privacy concerns of donors by (a) providing in written appeals, at least annually, a means (e.g., such as a check off box) for both new and continuing donors to inform the charity if they do not want their name and address shared outside the organization, (b) providing a clear, prominent and easily accessible privacy policy on any of its websites that tells visitors (i) what information, if any, is being collected about them by the charity and how this information will be used, (ii) how to contact the charity to review personal information collected and request corrections, (iii) how to inform the charity (e.g., a check off box) that the visitor does not wish his/her personal information to be shared outside the organization, and (iv) what security measures the charity has in place to protect personal information.

The charity's website, www.purrfectfriendscatrescue.org, does not provide visitors with access to a privacy policy.

In addition, BBB requested, but did not receive, complete information on the charity’s governance and oversight, effectiveness measures, finances, and solicitation materials and is unable to verify the charity's compliance with the following 10 Standards for Charity Accountability: 3, 4, 5, 6, 8, 9, 10, 12, 13, and 15.

Programs

              

Purrfect Friends Cat Rescue (PF) strives to help reduce the cat overpopulation in the Greater Cincinnati, Ohio, area.  PF supports this mission by upholding a policy of spay/neuter before the adoption of any cats or kittens that are placed in homes.

Adoption Program:  According to the organization, in 2010 PF's adoption program placed 394 stray and unwanted cats and kittens. Before adoption, the animals received a veterinary examination, combo FIV and FeLV tests, rabies, and FVRCP vaccinations, a microchip, and were spayed/neutered.  Adoptable cats are housed in approximately 32 foster homes around the tri-state area and are featured on Petfinder.  Volunteers hold weekly adopion events at many of the PetSmart and Complete PetSmart locations in the Greater Cincinnati area.  The adoptions include a screening process to ensure that the pets go to proper homes.  PF requires registration of the microchip to ensure that the cats will not become strays in the event they are lost.

Trap Neuter Release Program:  This program addresses feral cats in the Greater Cincinnati area.  PF pays for the rabies, vaccinations, and flea treatment at the time of surgery.  According to the organization, 50% of all calls for assistance originate from low-income owners that wish to spay or neuter their pets.  The program also addresses the twenty-five percent of kittens entering the organization from the TNR program.

Education Programs:  It is the goal of rescues in the tri-state area to reach an environment where there are no homeless pets.  Education of the public is key to reach this challenging goal.  The PF website has many articles to inform the public of what they can do to help the unwanted cats and kittens in the area.  PF educates the general public on what can be done with homeless pets.
