Evaluation Conclusions

              

Alain Locke Initiative does not meet the following 2 Standards for Charity Accountability.

Standard 3: Frequency and Attendance of Board Meetings - An organization shall have a minimum of three evenly spaced meetings per year of the full governing body with a majority in attendance, with face-to-face participation. A conference call of the full board can substitute for one of the three meetings of the governing body. For all meetings, alternative modes of participation are acceptable for those with physical disabilities.

Alain Locke Initiative does not meet this Standard because:

  • The board of directors did not hold a minimum of three evenly spaced meetings in the past fiscal year.

Standard 17: Web Site Disclosures - Include on any charity websites that solicit contributions, the same information that is recommended for annual reports, as well as the mailing address of the charity and electronic access to its most recent IRS Form 990.

Alain Locke Initiative does not meet this Standard because the organization's website, http://www.alainlocke.org, does not include all of the recommended information for those charity websites that solicit for donations. Specifically, it does not include:

  • Total income.
  • Total program expenses.
  • Total fund raising expenses.
  • Total administrative expenses.
  • End of year net assets.
In addition, the BBB of Chicago & Northern Illinois requested but did not receive complete information on the organization’s governance and oversight, effectiveness measures, finances, solicitation materials, donor privacy, and fundraising disclosures and is unable to verify the organization's compliance with the following 9Standards for Charity Accountability: 1, 4, 5, 6, 7, 14, 15, 18, and 19.

Programs

              

The Alain Locke Initiative (the “Initiative” or, the “Organization”) is an organization devoted to the betterment of urban children through education. The Initiative was formerly called Inner-City Teaching Corps of America, and changed its name effective March 16, 2011. The Organization has several primary elements, including two teaching programs, a principal development program, an education enhancement program and a subsidiary, Alain Locke Charter School (“Subsidiary”), formerly 21st Century Urban Schools. The teaching programs recruit, select, train, and supervise recent college graduates and mid-career changers who work as teachers in inner-city schools within the City of Chicago. The teaching programs also provide enrichment activities for the schools and their students and contribute funds to enhance the classrooms and extracurricular activities of these schools. Educational enhancements include an alternative teacher certification program in partnership with Northwestern University; the Execution in Entrepreneurial School Leadership Program (“ExSL”) in partnership with the J.L. Kellogg Graduate School of Management, a high school character development and college preparation program with local colleges; and a speakers series on urban education issues with Northwestern University. The Subsidiary is an organization which was incorporated in 1997 and is devoted to the betterment of urban children by improving education through identifying, improving, and implementing the best practices in education. Current activities include the operation of the charter school in Chicago, which began classes in September 1999, and a Family Resource and Learning Center which focuses on early childhood and adult education for community residents
