    On Dec. 4, 2008, Peter Knolla provided BBB the following information regarding what he described as Allegiance Holdings LLC's affiliated companies: Heritage Administration Services, Inc. (HAS) is a service contract administrator that is currently responsible for the majority of complaints being fielded by (BBB) offices due to financial difficulties created by its former owners. HAS is also the majority owner of a risk retention group named Heritage Warranty Insurance RRG, Inc. (HRRG) that provides insurance for HAS's service contract obligations. The HAS and HRRG operations were formerly located in Lincoln, Nebraska and when they were relocated to Ohio different Allegiance company staffs were assigned to conduct their service contract administration duties identified below. Dimension Service Corporation (DSC) is a service contract administrator but performs no service contract administration for HAS or HRRG and is a separate and distinct corporation from those entities. DSC has various insurers other than HRRG providing insurance for its service contract programs. National Administrative Services Corp (NASC) is a service contract administrator and although it's a separate and distinct corporation from HAS and HRRG, NASC does contractually perform some service contract administration for HAS and HRRG along with several other Allegiance entities. And Mr. Knolla provided the further descriptions of the terms obligor names, program names, and insurer's names: OBLIGOR'S NAMES: A service contract is a set of promises (subject to a service contract's terms and conditions) between a consumer and a contract obligor; the party required to perform the service contract's promises. In most instances, the service contract's obligor are one of the below listed service contract administrators. PROGRAM NAMES: Service contracts are sold to consumers through various means such as car dealers, mail solicitations and over the inter net. Different service contract programs are created to meet consumer preferences. As a result, a consumer might only mention the name of the program in their inquiry without identifying the correct obligor. INSURER'S NAMES: Most state laws require the promises made by an obligor of a service contract to be insured and the insurer's identity must be disclosed in the service contract. As a result, a consumer might incorrectly only identify the name of the insurer in their inquiry without disclosing the obligor's correct name."

    On Jan. 4, 2023, the Ohio Attorney General’s Office filed a civil lawsuit in Franklin County Common Pleas Court in Columbus, Ohio, against defendants Dimension Service Corporation, Haytham Elzayn, Autoguard Advantage Corporation, National Administrative Service Co, LLC, Pelican Investment Holdings, LLC, Falcon Endeavors, MB Holdings Group, Gustav C. Renny, Vajira Samararatne, Stacey E. Him, Ronald D. Eddington Jr., and Joseph E. Hill Jr. The lawsuit alleges the defendants are in violation of the Telephone Solicitation Sales Act and the Consumer Sales Practices Act.

     

    According to the Attorney General's news release, the complaint alleges that: 

     

         1) Delaware-based Pelican Investment Holdings was paying for leads to initiate outbound prerecorded calls to consumers to market and sell  “vehicle service contracts.” The contracts were then “administered” by Dimension Service, Autoguard Advantage and National Administrative Service, all based in Dublin, Ohio. 

     

         2) The prerecorded messages misrepresented the essence of the call, which violates Ohio’s Consumer Sales Practices Act. The calls failed to properly identify the calling party and falsely claimed that the call was about extending the consumer’s auto warranty and was affiliated with the auto manufacturer.

     

         3) For the phone calls that resulted in a contract sale, the defendants did not secure a signed written confirmation of a verbal agreement – a violation of Ohio’s Telephone Solicitation Sales Act. They also violated this law by acting as telephone solicitors without having registered as such with the Ohio Attorney General’s Office and without having obtained and filed the required surety bond.

    The state is asking that the court impose a civil penalty of $1,000-$25,000 for each separation violation of the Telephone Solicitation Sales Act, a civil penalty of up $25,000 for each violation of the Consumer Sales Practices Act, and issue an order prohibiting defendants from engaging in transactions as a supplier or telephone solicitor in Ohio until all monetary amounts ordered paid are satisfied.

     

    The matter is pending before the court as of Jan. 5, 2023.

    I purchased a “Bumper to Bumper””Elite” Warranty, with Endurance Warranty in 2019. My F150 experienced a bearing failure on 6/5/23, resulting in a tow to the dealership. After 3 months of no communication from Endurance, they finally asked for service records to get the repairs initiated. These were given. I was then told they would only pay $5,500 for all repairs. The engine repair is $11,500. That $5,500 is pretty close to what I paid for the warranty. After reviewing our contract, the only mention to capped payments, refers to the trade-in value of the vehicle at time of breakdown(Per NADA, JD Power). This came out to $21,000 in great condition, $12,500 in bad condition. Meaning the lowest they go is $12,500. I have called endurance 37 times, emailed constantly, begged with the customer support team to help. And, nothing. I was given a number to the Parent Company “National Administration Services” which gets a number that’s out of service. I’ve retained Legal Counsel, to hopefully have this company do what I paid them for. But, as of now, I just ask that nobody else does business with this group. Because, it seems like a scam to me. You can’t pay $809 for an engine replacement, when the customer is on the hook for $6500 + $5000 for the initial warranty costs

    every 5* review is by an employee of this company. they use the same wording and cadence for their reviews. this company should be ashamed of itself. I wasted over 30 minutes of their "reps" **** for their scam call and the person was personally insulting and beyond annoying trying to demean me to get me to send them money. this company is a complete scam and anyone that calls you without your asking is a scam. I would leave this company negative 5 stars if I could.

We dont sell directly to consumers, so whoever is calling you is not NASC. Again, NASC is sorry for any inconvenience, but this is not us.
