Consumers allege that after purchasing coins and getting independent appraisals, the collectible coins are valued significantly below the price they paid. The company responds to consumer complaints by indicating that coin dealers may not always appraise certified coins appropriately since their profit margins depend on the cost at which they acquire coins. An individual will most likely not receive the full market value for their certified coins from a coin dealer or gold bullion dealer. Generally consumers contact BBB to request help in contacting the company to return or resell their coins back to them. BBB files indicate the company generally responds to consumer complaints by explaining the return policy on the coins, and in some cases offering refunds or to buy back the purchased product. BBB continues to work with this business on modifying its advertising and business practices to eliminate the pattern of consumer complaints received by BBB. In December 2012, USMR provided additional information about changes implanted in order to eliminate the pattern of consumer disputes.  BBB will continue to monitor the company's file conditions to see if these changes have a positive impact on consumer complaints.

Refund and Exchange Policy
The company indicated that consumers are advised during the sales call to hold on to coins for at least ten years in order to let the coins appreciate in value. The company also indicated consumers are informed of the return policy as a part of their sales confirmation process, and on the invoice they receive with the coins. A copy of the company's return policy is included in their Notice of Risks and Disclosures on their website. In general, this company "will accept the return of any certified Gold, Silver or Platinum coins within 30 days of purchase and provide a full refund. Any certified coins returned after 30 days are subject to a 20% restocking fee." The refund policy goes on to state, "Any certified coins returned after 60 days will be subject to the lesser of the original purchase price or current market value. The United States Rare Coin and Bullion Reserve offers no money back guarantee for bullion coins. Certified Coins must be returned in both their original condition and original holders."
