Description

This company offers payment processing services for digital media, communications providers, charities and eCommerce merchants. In addition, BSG provides VoiceLog third party verification services. BSG Billing Services Group requested to meet with BBB to try and clarify their relationship between their company and their third party vendors, update information on their file. On March 11, 2011 the company met with BBB. During this meeting the company represented to the BBB that they owned and managed four separate billing service companies; Billing Concepts, Inc., ACI Billing Services Inc., Enhanced Services Billing Inc., and HBS Billing Service Company, Inc. These companies provide billing services for third party long distance providers, operator services for inmate facilities, and enhanced voicemail services. The company stated "BSG does not sell products directly to consumers" however "their role is to process payment transactions between approved merchants and consumers on their home phone company." BBB requested the company provide information submitted in writing such as their corporate officers, full extent of services offered, a list of all companies they provide billing services to, any licenses maintained with the FCC or other state and local agencies, as well as other clarifying information regarding their relationship with the third party vendors. As of April 25, 2011 BSG Billing Services Group and its affiliate companies have not provided the requested written clarification.

Consumer complaints received by BBB allege that upon review of their monthly phone or long distance bill, consumers discover charges processed by this company which they do not recognize and allege were not authorized. Consumers claim they contact the business listed as the billing party to request them to reverse past charges and cancel any future charges. However, consumers claim that they are then told that this company does not sell or provide telecommunication services, but is instead a billing service processing payments for third party telecommunications providers. Consumers generally contact BBB to request a refund of charges added to their phone, confirmation that any future charges have been cancelled, and an explanation of how these services were authorized. BBB files indicate the company responds to consumer complaints by providing an explanation of their services as a third party billing service, and by forwarding or referring the consumer concerns to the third party telecommunications company responsible for originating their charge. BBB files further indicate the company responded to some cases verifying that a refund or credit has been issued. On March 11, 2011, the company representatives met with BBB to address BBB concerns regarding their volume of complaints and pattern of disputes. The company represented to BBB they have a due diligence process to verify the validity of charges, and stated that BSG monitors and terminates their third party vendors unable to maintain strict standards. BBB requested BSG Billing Services Group clarify their relationship with some third party vendors, particularly their policy of answering consumers on behalf of some vendors, but not others. BBB further requested written clarification on how BSG Billing Services Group and all affiliate companies identify problem vendors and requested the company provide a copy of their standards, as well as written clarification regarding whether BSG Billing Services Group itself or any affiliate companies ever issued a refund directly to consumers, how they informed consumers BSG Billing Services Group and its affiliate companies were not the originator of the charge nor the provider of the service, and how the companies marketed themselves to customers. As of April 25, 2011 BSG Billing Services Group and its affiliate companies have not provided the requested written clarification, or resolved BBB's concerns regarding the origin and pattern of disputes.
