BBB files indicate that this business has a pattern of complaints concerning advertising and sales issues. Specifically, customer complaints allege that Personnel Concepts Limited mails letters that are misleading in that the letters resemble government notices that imply threats of large fines, if non-compliant. Complainants also allege receiving harassing phone calls from the business even after requesting that the business stop calling. Complaints also involve billing issues. Complainants allege placing an initial order for posters from the business then will continue to receive additional products without authorization along with invoices for payment.
BBB serving Denver/Boulder also indicated they had received a high number of inquiries describing similar issues from consumers in their area. Based on the information provided by BBB serving Denver/Boulder, we opened an investigation on the business in regards to the mailings sent to that area. On December 9, 2015, BBB notified the business of our concerns and requested their voluntary cooperation in eliminating the pattern of consumer complaints. BBB also asked the business to provide mailings for the different areas they service.
The business response, "We continually review our literature to ensure that it remains balanced and appropriate per our practices. We review our mailers to ensure they satisfy customer demands. Our sales agents also use scripts to ensure we are maintaining consistency in the handling of calls and do not place orders without customer approval." The business also provided copies of their mailings for different states. BBB found that the mailings do not differ from state to state.
BBB spoke with Steve Slezak, Director of Operations, to discuss the pattern of complaints received by the BBB. When addressing the regulations cited in the mailings, he indicated that the regulations cited are based on a federal level. BBB suggested customizing the letters to address labor laws by state as laws may be different from one state to another. Mr. Slezak indicated he is willing to look into the mailings in order to provide a better customer experience.
