General Advice Received from the FDIC Division of Supervision and Consumer Protection on CDs: Ask if the CD being advertised is a brokered certificate of deposit. Brokered CDs that is , Cds placed by an investment advisor for one or more clients at an FDIC-insured institution, generally fall into two different "categories." Accounts placed by a broker directly for a single client, and accounts where the broker places funds in the name of the brokerage firm as agent for one or more clients, which is by far the most common arrangement. The broker can inform you as to the specifics of the contract. If the account is only being held in the name of the client (just as if the client had placed the funds personally), and following the establishment of the account the bank communicates directly with the client, there are no special recordkeeping requirements. In the event of a closing, the FDIC would make payment directly to the "client," since it would be in his or her name of the brokerage firm as agent for one or more clients, and all information on the account passes through the broker, these accounts can be insured as to each client only if the broker meets the recordkeeping requirements of the insurance regulations. The BBB suggests that consumers read and understand all offers and contracts before agreeing to accept the companys proposal.
