Complaint: i asked for a re-plumbing of my home, which was not up to code. It was incomplete, but I was charged $4400 for a very modest upgrade. Still outside plumbing is not repaired, and failed inspection 3 times. Terrible issues, mice infestation, floor insulation not re-installed, crawl space codes not met per inspection, etc. will take another $2000 to repair and complete what was not done. Contractor said no inspection was required (NOT TRUE)so upon problems I requested inspection. Said they they pay for drywall repair due to requirements per inspections. Did not.
Desired Settlement: $1000 reimbursement to complete re-plumbing work (includes drywall repair) - contractor has drywall invoice and has not responded.
Business Response: Business' Initial Response /* (1000, 7, 2013/05/22) */ Contact Name and Title: *** ****** Owner Contact Phone: ************ Contact Email: ************@gmail.com West Coast Plumbing Pumps and Filtration LLC, gave price quote to re-plumb entire home of *** ***** ****. *** **** only wanted to re-plumb bottom half of house and stated she would do the other half at a later time. The quoted price was agreed upon and signed off before start of work. *** **** stated she had received other price quotes for same work agreed upon and prior quotes were much higher. Inspection was home owner's responsibility. After inspection was completed, there was a conflict between pipe manufacturer and inspector. West Coast Plumbing Pumps and Filtration LLC, will not take responsibility for any and all repairs, reinstallations, failure of other portions of house system, ect, that we did not agree upon before work commenced. Therefore, we have met all obligations and requirements agreed upon before start of job. West Coast Plumbing Pumps and Filtration LLC agreed to have a small sheet rock patched repaired and would pay bill once received, however we have yet to receive an invoice for drywall repair. *** **** called West Coast Plumbing Pumps and Filtration LLC on Monday, May 20, 2013, asking why drywall invoice has not been paid. *** **** was told that an invoice has not been received by West Coast Plumbing Pumps and Filtration LLC, therefore no payment has been submitted. When we asked *** **** for information on drywall company and contact information, she replied that she would have drywall company call us and was not able to provide us a formal business name. *** ****, later called approximately an hour later to confirm that our phone number was correct, in which it was. As of Wednesday, May 22, 2013, we have yet to receive any invoice, phone call, response, information or W-9 form from drywall company. We do not know if this company is a legitimate, licensed contractor. Without an invoice for repair of sheet rock, we do not know how much or who we need to pay. Once this invoice is received we will pay for repair, which we corrected at no additional cost. The insulation in crawl space and mice entering home was not due to work West Coast Plumbing Pumps and Filtration LLC performed. These issues were due to previous work performed by others, or lack of maintenance by home owner. West Coast Plumbing Pumps and Filtration LLC noticed this issue and advised *** **** to contact a pest and rodent contractor to get any and all maintenance repairs done. It was not listed in West Coast Plumbing Pumps and Filtration LLC's quote with *** **** to repair, replace or install what we did not remove. Therefore, that is the home owner's responsibility, not West Coast Plumbing Pumps and Filtration LLC. West Coast Plumbing Pumps and Filtration LLC has an invoice and quote agreed upon, signed and dated by both parties before start of work. As well as a letter of work and responsibilities that is also signed and dated by *** ****. West Coast Plumbing Pumps and Filtration LLC met all requirements for plumbing that we bid and was set forth by inspector, therefore completed the job. Any other issues, other than the plumbing installation West Coast Plumbing Pumps and Filtration LLC performed, is homeowners responsibility. Consumer's Final Response /* (3000, 9, 2013/05/30) */ (The consumer indicated he/she DID NOT accept the response from the business.) First of all, office staff ****** incorrectly advised the client that West Coast Plumbing Pumps and Filtration LLC (further referred to as 'company') would perform the electrical work involved with the installation of a ****** on-demand water heater, therefore making the company's bid below competitors' bids. *** ******, company owner of West Coast Plumbing Pumps and Filtration LLC, looked client straight in the face and said inspections were not required for either the install of the on-demand water heater or the re-plumbing of the downstairs. Both inspections, according to Thurston County, are required. Thurston County inspection staff stated 'he should never have told you that.' *** ******, company owner, personally inspected the mice infestation and admitted his staff had not installed the proper pipe seals. He then instructed his staff to install the seals. The floor insulation was left hanging and not re-attached after the piping replacement. The county inspector stated the job was 'sloppy' and that the client over-paid for the work performed. He required the re-attachment of the insulation, and the company did so. The company blocked access to the crawl space of the home, and the inspector required relocation of plumbing piping, which the company performed, with the additional wall opening in the home and subsequent drywall work required. The company left the old piping behind the resident's garage w/o removal, vs WA RCW codes of clean-up, requiring added clean-up expense to client.
